Challenge

Complex IT modernization, demanding procurement process

A major convention center operator planned a comprehensive modernization and digitalization of its entire IT landscape. At its core: migrating from SAP R/3 to SAP S/4HANA, combined with consolidating a complex system landscape of ERP, industry software, ticketing, CMS and numerous specialized solutions.

This required a framework contract to be tendered — split into two lots (project management and implementation), with a term of up to four years.

    Advising and steering the entire procurement process from inception to contract award.

    Structuring and drafting the complete scope of work — from context description and vendor requirements to evaluation criteria.

  • Lot Structure and Evaluation Criteria

    Advising on the split into project management and implementation lots. Developing qualitative evaluation documents, case studies and price-volume matrices.

  • Bidder Management and Quality Assurance

    Handling bidder questions, supporting proposal rounds. Editorial review, consistency checks and AI-assisted process support.
